Dorothy Rowe, the author of Living with the Bomb talks us through why this text is as important today as it was when it was first published in 1985.

'The importance of Living with the Bomb has increased vastly since it was first published. Then, only the major powers, the USA, the USSR and the UK had nuclear weapons. Now many more countries, countries like North Korea, Israel, India and Pakistan, have nuclear weapons. The nuclear devices themselves come in many forms and can be delivered in many different ways. Old enmities continue in struggles over who should own what land and whose religious belief should triumph over all others. Leaders have been deposed, and not all have gone quietly. Millions of people have lost their homes and livelihoods and now live in camps, dependent on charity from the wealthier nations. A country like Syria, once wealthy and peaceful with different faiths living side by side, is now torn apart, its cities destroyed, in a struggle that shows no sign of ending.

Meanwhile, the climate is changing. As the earth warms the icecaps are melting. As the waters rise, in Bangladesh thousands try to flee to safety but are held back by the wall that India is constructing to keep them out. Wealthy countries do not welcome penniless refugees.

We cannot solve the problems of nuclear weapons, refugees and climate change while we continue to define ourselves in terms of the group we belong to and the stranger who, being a stranger, must be our enemy. We need to learn to see ourselves as one people, the people who inhabit the Earth which is our home.'

Living with the Bomb describes our different forms of denial and the effects such denial has, as well as the process of change we must undertake in order to secure the continuation of the human race.

Don Moggridge discusses the importantance of the new collection and its significance in helping to understand the economic influence that Johnson had on a significant proportion of the twentieth century.

'Harry Johnson (1923-1977), was educated at Toronto, Cambridge and Harvard. He taught full-time at St. Francis Xavier in Antigonish, Nova Scotia (1943-4), Cambridge (1949-56), Manchester (1956-9), Chicago (1959-77) and LSE (1966-74).

His skills as an economist were recognised early and exploited in other ways. In June 1949 he was invited to join the advisory board of the Review of Economic Studies. He became Assistant Editor two years later, then Assistant Managing Editor, a post he held, despite the journal's long-standing convention of editors having to resign when promoted (which should have removed him when he took his chair in Manchester) until 1961. His editorial career would later include editorships of the Journal of Political Economy (1960-66, 1969-77), the Manchester School, Economica, as well as a watching brief on the Journal of International Economics. He was the best editor of his generation. With his encyclopedic knowledge of the literature and the profession, he could guide authors in fruitful directions and place their contributions in the context of contemporary developments of the discipline. Constant travel, conference-going and networking played a crucial role. He was onto trends before they appeared in print. He once remarked that if he relied solely on libraries or publications he would be at least two years behind where he actually was and thus be obsolete.

Johnson played a dominant role in two areas of economics. In the development of the Heckscher-Ohlin tradition, he made fundamental contributions to the theory of tariffs and to the formal theory of trade and economic growth. He also provided state of the art surveys. In monetary economics, both domestic and international, he was almost as seminal a figure. In a series of classic surveys of the literature, he identified and explained the links between the ideas of the major innovators in post-war monetary theory and, in his discussion of the issues that would benefit from further work, he set the agenda of the profession for a generation. He was the founding contributor to the monetary approach to the balance of payments.

This series of volumes contains all of Johnson's major contributions to both international trade and monetary economics and, in the two volumes edited with Jacob Frenkel, his attempt to launch, both theoretically and empirically, the monetary approach to the balance of payments. The series also provides examples of another of Johnson's strengths — his ability to extend economic analysis creatively to comprehend new phenomena such as opulence, economic nationalism, trade policy and the development of economics.

The volumes thus provide not only a good guide to the career of one outstanding economist, but also, given his command of the literature and its development, a guide to international economics and monetary economics as they developed in the third quarter of the twentieth century.'

'Towards a Theory of Schooling was researched, written and published between 1977 and 1989. Extracts subsequently appeared in Spain, Portugal and a South American journal, translations of the entire work appeared in Japanese and Korean and, as a result, the English language edition went out of print.

The organisation and conduct of modern schooling took a new shape in the sixteenth century as Latin forms of the words syllabus, class, curriculum and didactics became prominent in the international educational lexicon. In turn, schooling maintained the same terms and supporting framework until the 20th century.

Towards a Theory of Schooling was written as an exploration of the forms taken by modern schooling. It starts from the premise that schooling and society must be examined in terms of the reciprocal relationships that hold them together over time and space. In addition, it makes a strong distinction, rarely considered in English-language sources, between education and schooling; it offers a history of schooling between 1500 and the First World War; and, deriving its case studies from Scottish, French and American sources it has an international, not an Anglo-American outlook.

Throughout, the narrative is held together by linking the history of schooling to parallel changes to the organisation and management of craft and industrial production. With reference to the word classroom, for instance, its first recorded educational use took place in the presence of Adam Smith (1762) and seems to have arisen from generalisation of the word wareroom to describe rooms that were occupied by classes and schools. The remainder of Towards a Theory of Schooling operates with similar concerns, ranging from an analysis of the earliest use of the word class in an account of the University of Paris (1517), through the emergence of ‘lock-step’ teaching in the early part of the nineteenth century, to American efforts to institute the recitation, a form of instruction where groups of children, could be questioned individually via oral questions from a teacher’s ‘well-stored mind’. The last case is also a generalisation from the idea that teachers might operate as single machines that could drive many minds.

Insofar as the early years of the twenty-first century have been marked by the intrusion of ideas about marketisation, neoliberalism and neocorporatism into schooling from industry and commerce, the re-publication of Towards a Theory of Schooling is probably more timely than it was in 1989.'

Why handbooks?
Handbooks are an ideal way to put together a number of essays, often grouped into themed sections. Chapters are normally around 5,000 – 8,000 words in length and often have endnotes and/or bibliographies for further research. For example, the Handbook of China’s Governance and Domestic Politics, edited by Chris Ogden, covers a huge range of topics within its four sections: organizational principles; policy areas; political processes; and contemporary issues.

How do you choose what handbooks to publish?
Handbooks in academic reference aim to offer new information and analysis using the Europa core areas as a starting point, that is to say regions and countries of the world, economics, defence, the environment, international relations, international organizations, etc. Sometimes we look at a certain area and commission handbooks within this area.

For example, we have a growing list of handbooks on international relations and regional governance. These began with Professor Robert Looney’s edited volume, Handbook of US-Middle East Relations, followed by Uwe Wunderlich’s and David Bailey’s edited handbook, The European Union and Global Governance, the Handbook of India’s International Relations (edited by David Scott) and Handbook of China’s International Relations (edited by Shaun Breslin). These will be joined shortly by Handbook of Africa’s International Relations, edited by Tim Murithi, who has pulled together an eminent group of experts on Africa for this title, and by East and South-East Asia: International relations and security perspectives (edited by Andrew T. H. Tan, who has worked with the Europa team on several publications).

It was felt that governance, within countries as well as regions, was an area of interest to our readers and thus the Handbook of China’s Governance and Domestic Politics, edited by Chris Ogden, was commissioned. We recently published Governance in the Middle East and North Africa, edited by Abbas Kadhim and plan to publish the Handbook of Central American Governance, edited by Diego Sánchez-Ancochea and Salvador Marti later this year.

We also have a growing list of topic-based handbooks. We recently published the Handbook of Land and Water Grabs in Africa: Foreign direct investment and food and water security, put together by a prestigious team of editors, Tony Allan, Martin Keulertz, Suvi Sojamo and Jeroen Warner. There are many more issue-based handbooks, including The Global Arms Trade (edited by Andrew T. H. Tan), the Handbook of Oil Politics (edited by Robert Looney) and Handbook of Nuclear Proliferation (edited by Harsh V. Pant), and a number of handbooks that are being prepared for publication in the coming months, including the Handbook of Emerging Economies (edited by Robert Looney), the Handbook of Indigenous Peoples’ Rights (edited by Damien Short and Corinne Lennox), the Handbook of Global Economic Governance (edited by Manuela Moschella and Catherine Weaver) and Handbook of Microfinance (edited by Jude Fernando).

How do you find editors?
As you can see above, Robert Looney has edited a number of handbooks for us. Originally, he submitted such an interesting and well-written chapter for publication in one of our first handbooks, the Handbook of Defence Politics (edited by Isaiah Wilson III and James J. F. Forest) that I asked him whether he would like to take on the editorship of a handbook himself. We have never looked back, and he is currently preparing the Handbook of Emerging Economies, which will examine the BRICS countries along with many up-and-coming developing economies, and promises to be a fascinating read.
We have found several of our editors in a similar way – one book leads on to another. Andrew T. H. Tan wrote the Political and Economic Dictionary of South-East Asia and proved to be such a good writer and editor that we have asked him to edit several books, in the Politics of . . . series as well as in the handbooks series (The Global Arms Trade was his first handbook for us). The Handbook of Land and Water Grabs in Africa, an overview of the issues surrounding foreign direct investment in African farmland, which may have a huge impact on the continent in the coming years, came about because I had worked with Jeroen Warner on The Politics of Water, and he came to Europa Routledge with the handbook idea that fitted right in with our other projects.
Other editors come through recommendation, through working with us on our core Europa publications, or they may come to us with an idea for a handbook.

What new handbooks are in the pipeline?
As well as books that are currently in production or in the process of being written, there are many ideas for new handbooks. The series lends itself to a variety of current issues. I would very much like to commission a handbook looking at Arctic resources – as the ice caps melt there are opportunities to exploit rich sources of minerals, oil, etc., but there are issues surrounding land ownership, indigenous peoples and environmental damage that should be considered. A `sister’ topic would be looking at the potential for the exploitation of sea and under-sea resources, for example looking into how international organizations interpret ownership, how countries might use exclusion zones around their overseas territories, disputed ownership of parts of the Antarctic, etc. There may well also be a handbook on human rights, which would examine rights from the economic, social and cultural standpoint. Also more international relations and governance handbooks would be interesting to commission: South America, Russia, Central Asia . . . and of course any ideas are welcome.

Here, Peter Faulkner, author of the reissued title, talks to us about Modernism. Faulkner provides a brief overview on the book itself, what has changed since its first publication and why the book is still as prominent today, as when it was first published.

Peter Faulkner’s Modernism was originally published in 1977. As part of the Routledge Revivals programme, the title re-issues this April. Titles published within the Revivals series are considered to be distinguished titles by eminent authors of the last 100 years, whose work is no longer easily accessible.

“After an introductory discussion of the prevailing modes of Victorian literature, the book describes the changing attitudes to be found in Henry James and W.B. Yeats, before offering an account of the period 1910-30 in which the modernist movement flourished. The five central sections deal with the early criticism of T.S. Eliot, Ezra Pound’s poem Hugh Selwyn Mauberley, the critical essays of Virginia Woolf (discussed by Anthony Fothergill), James Joyce’s masterpiece Ulysses (by Jeremy Lane) and the relation of D.H. Lawrence to Modernism. A brief survey is then given of developments since 1930, and of critical accounts of the movement; the book concludes with a bibliography. Subsequently, Faulkner published a number of the central critical texts, by the writers named above and associates like Ford Madox Ford and Wyndham Lewis, in A Modernist Reader (1986). Lawrence Rainey edited a more extensive collection of critical texts in Modernism: An Anthology (2005).

Since 1977 there have been a number of further works on the topic, including Michael Levenson’s A Genealogy of Modernism (1984), Gabriel Josipovici’s The Lessons of Modernism (1987), Peter Nicholls’ Modernisms: A Literary Guide (1995), Tim Armstrong’s Modernism: A Cultural History (2005), John Smart’s Modernism and After (2009), Josipovici’s Whatever Happened to Modernism (2012), and David James, editor, The Legacies of Modernism (2012). Some of these books expand the range to consider works of American and European Modernism, and make use of critical approaches including Structuralism, Feminism, Post-Colonialism and Deconstruction, as well as introducing the idea of Post-Modernism. But for students looking for clear and succinct guidance on the movement as it developed in England in the early twentieth century, Faulkner’s Modernism remains a valuable introduction, particularly as the five writers the book concentrates on - Eliot, Pound, Woolf, Joyce and Lawrence - are still those most studied in the context.”

Among the innovations included in the latest edition of the title are a brand new introductory essay, by Inga Saikkonen of the Åbo Akademi University, Finland, on Russian Federalism and Electoral Dynamics Since 1991. In addition to providing coverage of the development of central–regional relations in the post-Soviet period, the essay provides an analysis of the reforms ordered by outgoing President Dmitrii Medvedev in 2012 and implemented during that year, including the liberalization of registration requirements for political parties and the organization, in October, of the first gubernatorial elections for almost eight years, as well as an initial assessment of the return of Vladimir Putin to the federal presidency.

The 83 territorial surveys have been revised and updated to take account of the major political developments of the previous 12 months, up until January 2013. Notably, casualty figures for 2012, derived from a credible source based in the region, associated with the ongoing insurgency in the predominately Islamic republics of the North Caucasus, are included in each of the territories affected, alongside comparable figures for the previous year, alongside details of the major developments related to the insurgency.

Much of the statistical and economic data included in the book have been revised. The new edition includes population and inflation data for 2012, unemployment rates for 2011, with most other economic data being based upon official figures for 2010. Much of this data is otherwise unavailable in English, as are many of the news and information sources used to revise the territorial surveys. All of the content is updated and revised by our experienced team of editors and researchers.

This edition also includes several newly commissioned maps, to reflect the exchange of territories between Moscow City and Moscow Oblast that took place in July 2012, as a result of which the territory governed as the federal capital was substantially expanded, and to provide clearer coverage of the federal territories of St Petersburg City and its neighbour, Leningrad Oblast.

The indexes provided in previous editions in the title, listing the territories in alphabetical order, by Federal Okrug and by Economic Area, are complimented by a new index, listing more than 110 of the the principal cities of Russia, and detailing the territory in which each is located. The book also includes a gazetteer of selected alternative and historic names, and a list of territories abolished, created or reconstituted in the post-Soviet period.

The select bibliography provided has also been updated and revised to include books published in the last year dealing with Russia’s regions or federal structure.

The first edition of “The Territories of the Russian Federation” was published in 1999. Since 2001 it has been published annually. The two works of Peter Mangold, despite being written in 1978 and 1990, remain as relevant as ever. The two texts focus on key critical debates in areas such as International Relations, the Middle East, Terrorism and Security Studies. "Elitism, published in 1980 and in German as Eliten Und Liberalismus in 1983, is a lasting contribution to political sociology. The text reduces the determinacy Mosca and Pareto assigned to elites and Marx attributed to class struggles. It specifies a middle ground between polar views of politics and society.

Elitism critiques democratic theory, liberalism’s confusion about elites and complacent elite beliefs about the effectiveness and viability of welfare states. The book’s central message is that stable, representative political institutions cannot exist without internally secure and trusting elites – a consensual unified elite. An unspoken agreement among elites not to exacerbate conflicts and respect each other’s vital interests is the necessary condition of any practical and durable degree of democratic politics. However, consensual unified elites are never created through mass pressures, foreign urgings or military interventions. They emerge only when warring elite persons and groups lessen allegiances to non-elite followings and tighten relations with elite enemies.

Elites are decisive for major political variations among societies and within societies over time, yet elite actions are often checked and limited by the political orientations of non-elites. Elitism examines how non-elite orientations have changed historically and how this helps explain the occurrence and non-occurrence of democratic or fascist revolutions in different phases of socioeconomic development.

A lack of political realism among elites in contemporary Western societies is one of Elitism’s abiding concerns. Elitism argues that elites must adopt a more self-consciously elitist frame of reference to manage ominous conflicts between employed and relatively secure ‘insiders’ and insecure ‘outsiders’ for whom there is no clearly necessary work. They contend that many conflicts between developed and developing societies also approximate a conflict between insiders and outsiders. Econometrics, ‘a unification of the theoretical-quantitative approach to economic problems’ (Ragnar Frisch), can be regarded as the most significant 20th century innovation in economics. Econometrics took shape mainly during the 1930s and 1940s and became a matured sub-discipline of economics in the subsequent three to four decades.

This present collection from Routledge is a fine-tuned assemblage of joint explorations and inventions from distinguished scholars over a span of eighty years. The collection is organised into four volumes in historical sequence. The first volume covers the very early period before econometrics became formalised, which forms the theme of the second volume. The subsequent expansion of econometric research is illustrated in the third volume, while the final volume documents major endeavours to reform and reshape econometrics since the 1970s.

The four volumes are selected to complement the relevant existing literature, such as econometrics textbooks, various handbooks of econometrics, as well as special topic collections. In particular, the selection aims at benefiting three groups of readers – students, applied economists and historians of economic and econometric thought – by filling in two major gaps in econometrics textbooks: lack of discussion on methodological issues and lack of full presentations of applied cases other than short illustrations of taught techniques.

Moreover, this Routledge collection provides readers not only with an extensive introduction of all the selected works, but also with several items which have not been published before – the lecture notes prepared by Ragnar Frisch for the Nordic Economic Meeting in Stockholm in 1931 and Jacques Drèze’s seminal paper on Bayesian econometrics, which was circulated as a working paper in 1962. This is also the first time that English translations are made available of excerpts of Oskar Morgenstern’s 1928 book in German on economic forecasting and Trygve Haavelmo’s presentation in Norwegian for the 3rd Scandinavian Meeting for young social economists at Copenhagen in 1939.

The consequences of suicide are far-reaching, having considerable social, economic, and emotional impact across the globe. General facts on suicide are now widely known. Keith Hawton

Professor Keith Hawton is a Consultant Psychiatrist with the Oxford Health NHS Foundation Trust. Also a Professor of Psychiatry at Oxford University, Hawton has over 35 years of work and research in the field, publishing a wealth of material on suicide and self harm throughout this time, as well as leading research into the prevention and treatment of suicide. This year, Professor Hawton received an award for lifetime achievement and outstanding contribution in research, treatment and teaching in the field of suicidology and suicide prevention.

Rory O’Connor

Rory O’Connor works as a Professor at the University of Stirling, as well as being an honorary Professor for the School of Psychology at the University of Nottingham. Professor O’Connor leads the Suicidal Behaviour Research Laboratory at the University of Stirling, which is the leading suicide and self harm group in Scotland with a reputation for producing high quality and innovative research.
