      <title>Q&amp;A: Our Banking and Finance Authors Answer Your Questions</title>

	Last week&nbsp;marked the publication of our topical, and incredibly timely title: <em><a href="http://www.routledge.com/books/details/9780415520867/">Routledge Library Editions: Banking and Finance</a></em>. To celebrate, and to mark&nbsp;the title&#39;s&nbsp;launch,&nbsp;we are posting the results of our first author/reader Q&amp;A.<br />
	<br />
	Thank you to everyone who emailed questions.&nbsp;Two of the title&#39;s&nbsp;authors, Timothy Morris (Professor of Management Studies at the University of Oxford), and Nicholas Snowden (Senior Lecturer in Economics at Lancaster University) answer&nbsp;your questions&nbsp;below.<br />
	&nbsp;</p>
<p>
	<strong><u>QUESTION 1: from David Millar<br />
	<br />
	</u>There appear to be two viewpoints on the behaviour of bankers leading up to the financial crisis:<br />
	1) They knew exactly what they were doing &mdash; they exploited the fact that they were too big to fail to take excessive risks knowing the downsides would be paid for by taxpayers.<br />
	2) They had no idea what they were doing, and it was a big accident.<br />
	Presumably the reality is a mixture of the two. Which does the author think is more dominant?</strong></p>
<p>
	They knew nothing: some probably had no idea of the wider consequences of their actions and were subject to all sorts of biases in their decisions and actions and to self-serving myths such as the proposition that risk had been &#39;de-risked&#39; through CDOs etc. This was reinforced by the delusions of experts who clearly misunderstood what risk meant and by regulators and other actors who bought the myth perpetrated by so-called experts, including many prominent academic economists who had been effectively &#39;captured&#39; by banks.</p>
<p>
	With hindsight, the signals in the market seemed from early 2007 to indicate substantial over-heating/over-lending particularly to fund the American property market but the incentive models used in banks, plus the delusional assumptions about risk, plus the accounting models that allocated enormous profits for sub-prime lending, plus the hubris many senior bankers displayed which inhibited proper reflection were a poisonous cocktail which meant few banks corrected their behaviour.<br />
	<br />
	They knew everything: I think some sensed this was a train out of control and things were turning very bad but I suspect no actors really grasped the scale and urgency of the sub-prime problems for the reasons I give above. I think few understood the concept of too big to fail at the time or worked on that assumption precisely because of the hubris that they presumed they could never fail: the secret of de-risking had been found. The problem now is that having learned that there is such a possibility [of being too big to fail] the logical consequence is that even more risky behaviour will occur [see Q2].</p>
<p>
	While many lost their jobs as a result of this shambles, mostly outside the banking system, and many others lost their homes and savings, few senior regulators, bankers, academic economists or politicians really took responsibility for their actions. Thus, too big to fail also applies to others who had responsibility for managing the wider financial system. <strong>[Timothy Morris]</strong></p>
<p>
	<u><strong><br />
	QUESTION 2: from&nbsp;Alex Hunter</strong></u></p>
<p>
	<strong>How do you feel the current crisis is shaping banks&#39; views of what constitute sound financial strategies?<br />
	</strong>I have little insight into that except at the moment banks are re-building their balance sheets, partly under pressure from regulators and partly because they expect fall-out from Eurozone and other sovereign debt. I believe that the incentive models in banks remain fundamentally the same and that when the opportunity to lend expands there will be a return to more risky behaviour which regulators will always find difficult to constrain. My view is that the problem of &#39;too big to fail&#39; has institutionalised moral hazard in banks and unless strong, credible signals to the contrary can be made, for instance by letting at least one more large bank fail, there will be a repetition of 2008. The money banks make comes predominantly from trading and that is an inherently risky [and largely socially useless] activity. <strong>[Timothy Morris]</strong></p>
<p>
	<u><strong><br />
	</strong></u><u><strong><br />
	QUESTION 3: from Tarquin Evans</strong></u></p>
<p>
	<strong>How does it feel to be publishing a book about basic finance principles at a time in which these very same principles seem to be failing practitioners? (I am thinking of the current absence of a risk-free rate, fundamental ingredient of any capital budgeting exercise based on CAPM calculations) </strong></p>
<p>
	In view of your question, it is perhaps fortunate for me that my own contribution is not a book of the type you describe. It examines an earlier episode of banking sector instability that seems in retrospect to have quite a lot in common with the post-Lehman experience. With the decades between these two market breakdowns having witnessed numerous banking sector disruptions, your question raises the issue of how much confidence we can have in valuation models from financial economics that are based on the underlying assumption of &lsquo;efficient&rsquo; market pricing. My view is that models like the CAPM contain great insight and are well worth study, provided that a much stronger health warning is attached to the effect that these relationships are subject to potential breakdown in periods of market crisis &ndash; and, moreover, that such crises cannot be ruled out a priori! The nearest parallel would be Keynes&rsquo; observation that basic economic theory is invaluable provided that macroeconomic policies can be assumed to be working in the background to maintain full employment. <strong>[Nicholas Snowden]</strong></p>
<p>
	&nbsp;</p>
<p>
	<u><strong>QUESTION 4: from&nbsp;Amy Borthwick</strong></u></p>
<p>
	<strong>Do you think that the current interventions by regulators and monetary authorities &mdash; e.g. restrictions on investment activity (think for instance of the higher reserve requirements for banks) or substantial price manipulations (QE)&mdash;might be sending the wrong signals to financial actors and, thus, leading to inefficient allocation of capital? </strong></p>
<p>
	You raise the question of the unintended consequences of policy interventions, and the risks are clearly present in the current situation. The capital requirements imposed under the Basel Accords were a factor in the rapid development of the off-balance sheet activity that was later implicated in the financial crisis. Similarly, the enhanced capital ratios being imposed in its aftermath are tending to limit the willingness of banks to expand the size of their loan books at a time when macroeconomic considerations would favour their doing so. The effects of QE may include the stimulation of a search for yield, or the persistence of bank lending to &lsquo;zombie&rsquo; companies, with attendant risks of resource misallocation. Nevertheless, it is important to bear in mind that policy interventions were prompted by a threatened collapse of financial intermediation, which, had it been permitted to occur, would have greatly aggravated the current human and resource waste represented by the present heightened levels of unemployment. <strong>[Nicholas Snowden]</strong></p>

	<strong>In the light of the financial crisis exposing the weakness of traditional risk models like VaR and CVaR, how have banks adapted their risk models to overcome these shortcomings?</strong></p>
<p>
	While it is too soon after the event to provide a general answer, your question clearly troubles regulators. One of the problems with the banks&rsquo; VaR models, and the internal ratings based approaches to the evaluation of credit risk in general, was that the probabilities involved were estimated over &lsquo;Great Moderation&rsquo; years that, in retrospect, turned out to be unrepresentative of what was to follow in 2008. The Basel Committee responded in 2009 with the proposal that &lsquo;stressed inputs&rsquo; be used in the calculation of, for instance, counterparty credit risk. This idea that banks should calculate their risks based not on the normal run of events but also on the possibility of abnormal market conditions is also relevant to another problem. Internal ratings based approaches and VaR-type models contained inherently pro-cyclical elements. Credit risk tends to decline in a boom, as does the variability of bank earnings generally &ndash; with the inference that less capital was needed, or that banks would lend more aggressively. Greater losses in the downturn, by contrast, demanded that more capital be held, or that the loan book was curtailed. The stressed input basis for calculation is also intended to reduce this unwelcome tendency to aggravate the economic cycle. <strong>[Nicholas Snowden]<br />

	Today is International Women&#39;s Day. This global event celebrates the economic, political and social achievements of women past, present and future.</p>
<p>
	Annually, thousands of events are held throughout the world to inspire women and celebrate achievements. A global web of rich and diverse local activity connects women from all around the world ranging from political rallies, business conferences, and government activities and networking events through to local women&#39;s craft markets, theatrical performances, fashion parades and more.<br />
	<br />
	In some places like China, Russia, Vietnam and Bulgaria, International Women&#39;s Day is a national holiday. You may ask why? Well suffragettes campaigned for women&#39;s right to vote. The word &#39;Suffragette&#39; is derived from the word &quot;suffrage&quot; meaning the right to vote.</p>
<p>
	International Women&#39;s Day honours the work of the Suffragettes, celebrates women&#39;s success, and reminds of inequities still to be redressed. The first International Women&#39;s Day event was run in 1911. 2011 was the Global Centenary Year.<br />
	<br />
	Throughout 2012 Routledge Reference will publish a wide variety of multivolume collections in and around the world of feminism.       <title>Regenerating the Curriculum</title>

	Originally published in 1978, <a href="http://www.routledge.com/books/details/9780415664646/"><em>Regenerating the Curriculum</em></a>, by Maurice Holt, has recently been reissued as part of the Routledge Library Editions: Education collection, a 244-Volume collection which covers essential issues of the educational landscape.<br />
	&nbsp;</p>
<p>
	<a href="http://www.routledge.com/books/details/9780415664646/"><em>Regenerating the Curriculum </em></a>was published two years after future Labour prime minister, James Callaghan, called for a &lsquo;great debate&rsquo; on education, which ultimately led to fundamental changes in UK education, including greater involvement of the government in state education and the founding of the national curriculum.<br />
	<br />
	The &lsquo;great debate&rsquo; highlighted the need to bring greater coherence to the secondary curriculum but, Holt argued, to be effective a new curriculum design had to be implemented, and the process of planned educational change understood. <a href="http://www.routledge.com/books/details/9780415664646/"><em>Regenerating the Curriculum </em></a>traces the social and political climate which led to a rejection of piecemeal change, and examines the implications of school-based development of the whole curriculum for national projects, for in-service training, and for the management of change processes in the school. It considers the need for new professional styles for head and teacher, and the role of external change agencies, and looks at the influence on the learning process of a unified curriculum based on a selection from the culture.<br />
	<br />
	The political context of curriculum change is studied at national, regional and local levels along with the emergent concept of accountability and its implication for authority structures in education. This book sets out the possible patterns of change in schools, local authorities and national policies, and suggests a number of strategies for regenerating the curriculum in the climate of evaluation and innovation that lies ahead.<br />

	Below, the book&rsquo;s author, Maurice Holt, tells us why the reissue is as relevant now as it was in the 1970s:<br />

	&#39;I wrote <a href="http://www.routledge.com/books/details/9780415664646/"><em>Regenerating the Curriculum </em></a>in 1978, when comprehensive schools, including all those approved by Mrs Thatcher as minister for education in 1970, were developing new curriculum approaches. ... Local authorities were keen to help teachers enrich the curriculum, rethinking its structure to meet students&#39; needs and teachers&#39; aspirations. <a href="http://www.routledge.com/books/details/9780415664646/"><em>Regenerating the Curriculum </em></a>outlined strategies for change, at a time when the focus of change was the school itself. As 1980 dawned, however, so did a profoundly centralist approach: politicians dictated the curriculum, tests and inspections enforced central policies, and teacher morale declined. But now, at last, change is in the air: the defects of this approach are becoming evident, and schools are again able to influence teaching and learning. The curriculum can indeed be regenerated.&rsquo;<br />

      <title>Education and the Working Class</title>

Ball, editor of the <em>Journal of Education Policy Education Foundations and Policy Studies Institute of Education </em>discusses the the Works of Brian Jackson and Dennis Marsden, why <em>Education and the Working Class </em>is an important reissue and the influence their work had&nbsp;on him.<br />

	<em>Education and the Working Class </em>is about class mobility, class inequality and social waste, and about what Brian and Dennis describe as a &lsquo;blockage&rsquo; &ndash; selective education. In stark contrast to the sometimes pathologising focus on working class failure in much of the contemporary sociology of education, Education and the Working Class works with a sample of 90 &lsquo;successfully&rsquo; working class children. That is, children who passed the 11+ and went to Grammar school and many of whom went on to Higher Education. The two writers are in the text, they are two of the ninety. The book is about them and the relationships between biography, history and structure.<br />
	<br />
	The book is of course &lsquo;of its time&rsquo; but it was also a significant break from the mainstream tradition of sociology and sociology of education of the late 1950s early 1960s. It was set rather within the community studies tradition of Michael Young and Brian Jackson &ndash; of Family and Kinship in East London, and Working class Community (Jackson 1972) for which Dennis did the early fieldwork and writing up, and indeed the research was located in Jackson and Marsden&rsquo;s home town of Huddersfield. Alan Bennett, another &lsquo;local lad&rsquo; has acknowledged that the book provided the basis for his play The History Boys, which is set in Cutlers&#39; Grammar School, Sheffield, a fictional boys&#39; grammar school.<br />
	<br />
	The book sets out fairly deliberately to distance itself from the &lsquo;proper sociology&rsquo; (p. 17) of the time with a primary emphasis on &lsquo;quotation, scene and incident&rsquo; (p. 18), what we now think of as &lsquo;qualitative&rsquo; sociology. The Economic and Social Data Service website hails Dennis as &lsquo;a pioneer of qualitative research&rsquo;. This was decisively different from the dominant tradition and methods of the sociology of education. Nonetheless, the book also encompasses statistical data and history and also uses family histories and sociograms.<br />
	<br />
	In a sense this anticipated Bourdieu&rsquo;s point that we need a theory of advantage as well as disadvantage &ndash; an explanation of inequality which focuses on the resources and strategies of the successful. Indeed in a variety of ways Education and the Working Class anticipates aspects of Bourdieu&rsquo;s later work on social class and education, a subtle culturalist analysis of process of inequality related to unevenly distributed assets or capitals in relation to particular fields which are social spaces of struggle.<br />
	<br />
	In Bourdieurian terms Jackson and Marsden suggest that: &lsquo;To the middle class child the prevailing grammar school tone was a natural extension of his home life&rsquo; (p. 210). In contrast, for the successful working class child &lsquo;grammar school marked &hellip; a sharp break with the &ldquo;former world&rdquo; of neighbourhood life and were &ldquo;peculiarly alien&rdquo;&rsquo; (p. 137). This was certainly my experience of Grammar school, and very painful and damaging it was too. Relationships with their neighbourhood and friends from primary school, for the majority of the ninety, soon disappeared: &lsquo;a conscious and articulate rejection of a way of life&rsquo; (p. 212), what we might now think of as process of &lsquo;dis-identification&rsquo;.<br />
	<br />
	What this re-theorising work also did, if I can call it that, was to make the school itself part of the problem of inequality, rather than locating inequalities within families and taking the school to be a neutral social arena. This was taken up more thoroughly a few years later by the Manchester school studies of Lacey (1970) and Hargreaves (1967), and then the &lsquo;new&rsquo; sociology of education, although even here Brian Jackson (1964) pioneered aspects of this in his study of streaming in primary schools.</p>

	The book describes the English school, especially the secondary school, as a hierarchical community in which the head-teacher (principal) is an autocratic ruler. After explaining how that particular organisation of the school developed historically from the market situation faced by the English public (i.e. private) schools in the developing industrial society of the nineteenth century it provides empirical evidence demonstrating that the hierarchies of knowledge, teachers and students that developed then were still in place when the book was published in 1975. They are still present today.<br />

	It also looks at the challenges to the school as a hierarchical community presented by the ideologies of deschooling, progressive education and open education. Finally, it provides an explanation of why these ideologies were never put into practice in English schools despite some pioneering exemplars.<br />
	<br />
	Although first published over thirty-five years ago the issues examined in it raise questions that are still central to education today:<br />
	Does size of school affect the commitment of teachers to the school, their colleagues and their students?<br />
	How can the teaching staff be organised in a school? Do all need to work to the same ends? What is the role of leadership from the head-teacher (principal) in this?<br />
	Is it possible to have a curriculum that is open without losing rigour? What should be the relationship between using local community knowledge and the educational wish to extend students&rsquo; horizons?</p>
<p>
	The result is a short, nuanced, and densely argued text that demands thought and reflection from any contemporary educator.<br />

      <title>Bernhard Glaeser donates Learning from China? to Yantai library</title>

        <p>
	Bernhard Glaeser donated a copy of his Routledge book <a href="http://www.routledge.com/books/details/9780415592963/"><em>Learning from China? Development and Environment in Third World Countries</em></a><em>&nbsp;</em>which is part of <em>Routledge Library Editions: Development </em>(Vol 23: 2011) collection&nbsp;to the library of the &quot;Yantai Institue of Coastal Zone Research&quot; in Yantai, Shandong Province (China).</p>
<p>
	In Yantai, Bernhard Glaeser participated in the international &ldquo;LOICZ Open Science Conference 2011&rdquo; (14-16 September) on &ldquo;Coastal Systems, Global Change and Sustainability&rdquo;.<br />
	<br />
	Land-Ocean Interactions in the Coastal Zone (LOICZ) is a core project of IGBP and IHDP. Glaeser co-convened Session A1: &ldquo;Linking regional dynamics in coastal and marine social-ecological systems to global sustainability&rdquo;. Specific problems are climate change, overfishing, water quality, and distribution of wealth.<br />
	<br />
	Speakers from ten different countries presented papers featuring different climate zones&mdash;tropical and subtropical, arctic and temperate&mdash;all relating to two main issues: knowledge integration and scales.</p>
<p>
	A joint discussion resulted in two key messages and recommendations:</p>
<ul>
	<li>
		Assess the strengths and weaknesses of local knowledge and scientific data analysis to generate synergies between these two knowledge types</li>
	<li>
		Take into account the issue of scales, including spatial, temporal, institutional and functional scaling each of which is predominated by stakeholders/researchers with different knowledge systems.</li>
</ul>
<p>

	<br />
	The Certificate identifies the Routledge book as the ninth book donated to the library in 2011. The text acknowledges that it &ldquo;greatly enriches the collection of our library. It offers new knowledge and information to our readers. We much appreciate the gift with this certificate.&rdquo;</p>
