High Schools for the New Millennium
http://www.gatesfoundation.org/nr/downloads/ed/edwhitepaper.pdf
This paper describes the Gates Foundation's efforts to radically change American high schools by providing grants to public school systems to reduce the size of high schools (200 - 600 students), provide a more challenging and intimate school environment, and improve the success of all students.   A new set of R's are emphasized in these new high schools: Rigor, Relevance and Relationships. Although the results are mixed, this is one of the most significant efforts to date to improve high school education for urban school districts.
