Biography

Dr. Anna M. Doro-on (Ánna Durón), is a U.S. Department of Defense civilian systems engineer working in the area of Missile Defense System.  She has many years of extensive experience in the engineering consulting industry as well as patent/product development and conducting research on advanced technology, systems engineering, cybersecurity, and risk assessment with focus on terrorism, WMD, disaster, critical infrastructure protection, national security and defense action to defend the United States of America.

Dr. Doro-on holds a Doctor of Philosophy (PH.D.) Degree in Environmental Science & Engineering from the University of Texas at San Antonio, Texas, and a Master of Engineering in Cybersecurity Policy & Compliance from the George Washington University, Washington D.C.  She is currently taking courses in Master of Engineering in Systems Engineering and M.S. Space Operations at the University of Colorado at Colorado Springs for continuing education.  She additionally holds B.S. and M.S. degrees in Civil & Structural Engineering and advanced certification trainings in Aerospace and Systems Engineering from Georgia Institute of Technology through the U.S. Department of Defense.

Dr. Doro-on's technical research interests include cybersecurity, artificial intelligence, missile defense/defeat systems, defense satellites (DSAT), anti-satellites (ASATs), hypersonic weapons, particle beam, directed energy weapons, and weather modification.

As a technical expert, Dr. Doro-on has also many years of comprehensive experience and expertise in the environmental, civil, transportation, water resources, chemical, electronics and systems engineering consulting industry.  Her previous selected key projects are the following: Austin-Bergstrom International Airport, Sofi Stadium, former Keysor-Century Corporation Vinyl Chloride Plant, Malibu Country Mart I, II, & III, Point Dume Village, Malibu Colony Plaza, Lopez Canyon Landfill in Los Angeles, Boskovich Farms, Hollywood Celebrity Homes, the Malibu Institute project, the Nikola Tesla Campground and Technology Resort, and more.

Dr. Doro-on has served as an engineering adjunct professor for many years at the University of Texas at San Antonio, Civil & Environmental Engineering Department.  She has taught global positioning system (GPS), geographic information system (GIS), engineering surveying and measurements, and computer aided design (AutoCAD).

Dr. Doro-on has served numerous committees and commissions in the areas of transportation, homeland security and defense over a period that spanned three continuous presidential administrations, beginning with President Clinton.  She accepted a public servant position after an inspirational advice from former Secretary of Defense, Robert Gates in previous meeting that she attended in Washington D.C. and recommendations from senior executive-level colleagues in other Federal agencies.  Shortly after she joined public service, she has served as the organizational representative for diversity outreach.  In addition, she has passion not only for innovation but also for the people and youth in Science, Technology, Engineering & Math (STEM).

Dr. Doro-on is also a talented visual artist who sings like a songbird on her spare-time.  With her creative flairs, she can express illustratively many difficult abstract perspectives very clearly.  She has transformed the risk assessment methodology and integrated with psychology of prediction, computational analytics and probability judgment for the risk assessment/analysis.

Dr. Doro-on is a sole author of two manuscripts entitled, "Risk Assessment for Water Infrastructure Security and Safety" (2011) and "Risk Assessment & Security for Pipelines, Tunnels, and Underground Rail and Transit Operations (2014)," published by CRC Press and the International Water Association (IWA), based on her PH.D. dissertation and thoroughly digested the cumulative prospect theory (CPT) related to definition of risk, and perfected the concepts of Risk Acceptability.  Based on the comparison of the incremental acceptable risk determined by the current socioeconomic value versus potential risk of terrorism and disaster, she developed a comprehensive methodology for risk acceptability analysis based on CPT a quantitative psychology of intuitive prediction using "water and super-speed magnetic levitation rail terrorism" as illustrative examples.  In 2022, she has authored another manuscript entitled, “Handbook of Systems Engineering and Risk Management in Control Systems, Communication, Space Technology, Missile, Security & Defense Operations,” published by Routledge, CRC Press, and Taylor & Francis Group.

Dr. Doro-on has received many awards for her research papers.  In the past, she presented a paper related to her doctoral research at the American Academy of Sciences and Environmental Science & Technology, where she received a Young Scientist Award.  She also presented her Master's research at the Annual International Symposium of the MAES-Latinos in Science & Engineering (MAES) and won the Doctoral Paper Competition and a scholarship award.  As a graduate student, she spearheaded the Society of Hispanic Professional Engineers, National Society of Professional Engineers, Society of Women Engineers, MAES and highly regarded by all those organizations.   Thus, she continues to mentor youth aspiring to pursue STEM careers.  She is also participating in other technical organizations such as the Institute of Electrical and Electronics Engineers (IEEE), American Society of Civil Engineers (ASCE), International Water Association (IWA), International Society of Underground Freight Transportation by Pipeline and other Tunnel Systems (ISUFT), American Academy of Sciences, Center for Homeland Defense and Security, and Association of Researchers for Construction Management.

Dr. Doro-on's computer and technical skills include but are not limited to: complex mathematical, Statistical, and numerical modeling and optimization;  predictive modeling: statistics, data mining, psychographics and data-visualization; financial modeling & budget analysis in MS Excel; Bentley MicroStation; Geographic Information System (GIS) / ESRI; global positioning system (GPS); spatial analysis, mapping (geospatial), and location analytics; Autodesk AutoCAD Civil 3D; Autodesk 3DS Max (High-Quality 3D Models); milestones professional; MS Visio & Microsoft Project;  Photoshop,  | Dream Weaver, CSS – Graphics; Bentley: pondPack, culvertMaster, and stormCAD; micro-finite  element analysis program; Bentley STAAD Pro (Structural); MATLAB programming; Monte Carlo analysis and statistical regression; agile software development methodology; artificial intelligence, SW; VMware, VirusTotal, RAID, ProLiant, LAN/WAN; WLAN, Cisco, etc.; Intrusion Detection Systems (IDS); and Data Encryption (SHA-1, PKI, SSL, DES, IKE, etc.), Virus Protection, Tripwire, etc.
