Biography
Shengyang Li has 24 years of experience in managing the large reservoir systems of the Yellow River. His main working experience is in developing hydrological software applications, making real-time flood control scenarios, planning and management of ICT applications on flood control, flood management and decision support. For the last ten years he worked as the deputy director of the division of Flood Control Schemes and ICT Applications of the Flood Control Office, YRCC.
