Biography

Ilker K. Basaran is a Vice President, Client Advisor, Marine (Cargo & Logistics) at Marsh in Houston, advising on marine risk, insurance, and liability issues. He holds a PhD in international maritime law from the IMO International Maritime Law Institute (IMLI) and previously served as a Postdoctoral Research Associate at Texas A&M University at Galveston. He also holds advanced degrees from SUNY Maritime College and Temple University. He is an active member of the Comité Maritime International (CMI) and has published extensively on oil pollution liability, polar and marine governance, and international shipping regulation.
