Biography

Andrew Packer is a Chartered Quantity Surveyor and Associate Head at the University of Portsmouth, UK. He has designed and delivered learning materials for professional practice, undergraduate and postgraduate courses for over thirty years. He is an external examiner for RICS accredited programmes in the UK and was responsible for introducing the first RICS accredited courses in the Russian Federation.
