Biography
Charla M. Burnett is a global development and technology governance specialist with a Ph.D. in Global Governance and Human Security. Her interdisciplinary work bridges geospatial science, energy systems, and digital transformation, focusing on participatory mapping, infrastructure optimization, and climate policy. She has led applied research and programmatic initiatives for USAID, the United Nations, and academic institutions, advancing the integration of GIS and remote sensing into sustainable energy planning and emissions reduction strategies. She is a co‑founder of the International Society of Participatory Mapping, a former U.S. Earth Observations Group member, and a contributing expert on AI infrastructure policy to the Biden Administration’s 2024 Executive Order. She recently served as a USAID Science for Development Fellow focusing on decision support systems for methane mitigation and the legal frameworks underpinning digital energy transitions.
Biswajeet Pradhan is a distinguished expert in geospatial science, remote sensing, and artificial intelligence, with over 20 years of academic and research experience. He is currently a professor at the University of Technology Sydney, where he leads innovative research in disaster risk reduction, environmental modeling, and urban planning. He has authored over 700 peer‑reviewed articles and several books, making significant contributions to the field. A recipient of numerous international awards, he is recognized as one of the world’s leading scientists in geospatial research and its applications in addressing global challenges.
