Biography
Frank R. Spellman is a retired assistant professor of Environmental Health at Old Dominion University, Norfolk, Va. and author of over 60 books. Spellman has been cited in more than 400 publications; serves as a professional expert witness; incident/accident investigator for the U.S. Department of Justice and a private law firm; and consults on Homeland Security vulnerability assessments (VAs) for critical infrastructure including water/wastewater facilities nationwide. Dr. Spellman lectures on sewage treatment, water treatment and homeland security and health and safety topics throughout the country and teaches water/wastewater operator short courses at Virginia Tech (Blacksburg, VA). He holds a BA in public Administration; BS in Business Management; MBA; Master of Science, MS, in Environmental Engineering and PhD Environmental Engineering. Paul Fuller is an insurance professional specializing in public water/wastewater systems. He is a director of the American Association of Water Distribution & Management (AAWD&M), CEO of Allied Public Risk, LLC (a national Managing General Underwriter exclusively focused on public entities and public water/wastewater systems), and Insurance Administrator for the California Association of Mutual Water Companies Joint Powers Risk & Insurance Management Authority (JPRIMA). Throughout his 25+ year career, Paul has underwritten thousands of public water/wastewater systems and overseen tens of thousands of claims throughout the United States. His past industry experience includes: President, Alteris, Inc.; Wholesale & Specialty Programs Operations (WSPO) President, Glatfelter Insurance Group; and President, S.N. Potter Insurance Agency, Inc. He holds the Chartered Property Casualty Underwriter (CPCU) designation, a California Water Operator license (D2/T1), a California qualified Claims Manager license, and is nationally licensed as a Property & Casualty Agent and Surplus Lines Broker. Paul is a frequent speaker on risk management and emerging issues. Dr. Lori Medders serves as the Joseph F. Freeman Distinguished Professor of Insurance for the Walker College at Appalachian State University. Prior to joining ASU, she was on faculty at Florida State University (risk and insurance, 2009-2017), Georgia State University (risk and insurance, 1999-2008), and Georgia Southern University (finance, 1994-1998).
