Lloyd D. Musolf is professor of political science and director, Institute of Government Affairs, at the University of California at Davis. J. Frederick Springer is principal consultant with California Technical Assistance Associates and adjunct professor at the University of Southern California’s Sacramento Public Affairs Center.
