Biography
Brad Williams is a visiting fellow in the Department of Political Science, National University of Singapore. He is the co-editor of Japan, Australia and Asia-Pacific Security (Routledge, 2006).
"Moscow and Tokyo have yet to sign a peace treaty ending the brief war between them, and the bilateral relationship remainds strained and crimped economically and emotionally. In an outsanding work of scholarship, Brad WIlliams has explored that conflict. He does so from an interesting and increasingly important dimension of global politics: subnational relations. He reveals the impact of diplomatic efforts by the Hokkaido and Sakhalin governments and interest groups on the policies of Tokyo and Moscow toward the dispute." - William Nester, St. John's University
