Paul Christopher Joyce

I have written books on strategic management and leadership in the public sector. These have included books that focus on strategic planning by public sector organizations, on change management, and on the reform and modernization of the public sector. In recent years I have also addressed strategic planning and the reform of public services systems, and most recently the development of the "Strategic State".

Biography

I am the co-director of a permanent study group on strategic management in government established by the European Group for Public Administration (EGPA); the work of the study group began in 2009 and its results are presented in edited and authored books as well as EGPA Policy Papers. In September 2016 I was an IIAS Fellow Rapporteur at a joint congress in Chengdu, China organized by the International Institute of Administrative Sciences (IIAS) and the International Association of Schools and Institutes of Administration (IASIA), and in in close collaboration with a consortium of institutions under the aegis of the Chinese Ministry of Human Resources and Social Security. My responsibility at the congress was for the IIAS subtheme on “Building modern legal, institutional, and organizational governance systems”.
I have taught strategic management to university students on MPAs and MBAs as well to civil servants and public sector managers on short courses in Sweden, South Africa, Turkey, and the UK. I have taught on strategic management modules to Chinese managers from the cities of Wenzhou and Hangzhou on MPA programmes.
I have worked as a consultant on projects for central governments and for local governments in the UK and Turkey. The UK projects included projects for local governments on corporate planning, customer-centric service planning, service development planning, employee relations strategy, the implementation of best value legislation, and business friendliness (Nottingham City Council, Lewisham Council, Merton Council, Islington Council, Liverpool City Council). I was an adviser to the Cabinet Office in Whitehall on performance management in local government regulatory activities (environmental health and trading standards).  One of the Turkish projects related to the introduction of strategic planning by government ministries.

    In addition to being an INLOGOV Associate, I am an Affiliated Researcher in the Department of Public Management at the Solvay Brussels School of Economics and Management (Université Libre de Bruxelles). I am currently researching the interrelations of Strategic Management, Leadership and Public Governance in Europe and elsewhere.
